A resilient health system? Well-child visits before and after COVID-19 in Chile (2025)

Abstract

Introduction: Childhood is a critical period where access to medical controls and health policies can severely affect health equity.

Objectives: Analyze the resilience of Chile's subnational health system in the face of COVID-19, focusing on the performance of Chile Crece Contigo's Well-Child Visit Program.

Methods: Using a subnational post-pandemic recovery rate, a regression analysis with municipal controls was performed for 2015-2022, based on REM, CASEN and INE data.

Results: National recovery rate was -3.2%. At subnational level, 66% of municipalities did not return to pre-pandemic figures and the worst recovery rates were associated with negative health expenditure per population.

Conclusions: A subnational perspective is key for understanding health system resilience and for strengthening policies, governance, financing and territorial coordination in child health.
